This past November I received an email from Bob Crothers, an independent scholar who had my article in the Journal of the American Revolution about Isaac Roosevelt and was reaching out to tell me of his research relating to New York State before, during, and immediately after the Revolution. Bob received his B.A. in Economics from Brown and M.B.A. from Harvard Business School before a long career on Wall Street and Madison Avenue. Now retired, he is pursuing his interest in History full-time researching and presenting on various subjects. Among other topics, Bob has an interest in the New Deal Era mural in the Poughkeepsie post office depicting the 1788 New York State Ratification Convention that took place in that city. Bob and I finally met in person last month when he came to Federal Hall on Presidents Day. Last week he traveled to Washington D.C. to conduct research on the post office mural. Here is his guest article on the experience.

I’m preparing a talk to be given in the fall of this year on the debate and compromise of the New York State Ratification Convention. This Convention took place June 17-July 26 1788 in the then-third Court House of Poughkeepsie, which burned down in 1804. In November 2019, the day after Thanksgiving, I visited the only memorial to this long-forgotten event. That memorial is a late 1930s mural located on the second floor of a Depression Era-built Post office painted by a New Jersey artist named Gerald Foster.

The mural shows 23 of the 67 delegates to this convention and focuses on a handshake between Alexander Hamilton, the most well known Federalist, both state and nation-wide, and Governor George Clinton, probably the most dedicated Anti-Federalist in the nation at this time. Clinton was the first non-royal New York governor; he would go on to serve twenty-two years in the post; he also served as Vice-President in Thomas Jefferson’s second term. Clinton subsequently died in office as James Madison’s first term Vice-President in 1812.

Two more dedicated political enemies than Hamilton and Clinton (perhaps excluding Hamilton and Burr) would be hard to find. Governor Clinton, first elected in June 1777, had done a remarkably effective job of protecting the state’s interests and keeping taxes low, taking full advantage of the great harbor growing in NYC.

The mural memorializes the July 26, 1788 breakthrough in the Federalist/Anti-Federalist debate and stalemate threatening to keep New York State from ratifying the U.S. Constitution. The stalemate was finally broken when the prominent Anti-Federalist Melancton Smith, a one-time sheriff of Poughkeepsie but at the time a NYC resident, brought his mentor, Governor Clinton, to an agreement with Federalist Alexander Hamilton, to ratify the Constitution. The key to this was the pledge that the first American Congress, set to meet in NYC would pass, in its first assembly, both 1) a Bill of Rights and 2) the promise of another Constitutional Convention within two years. This handshake ended by far the most difficult negotiation between these first two identifiable political parties in US constitutional history. Under those terms, New York became the eleventh state to ratify the US Constitution.

As I studied the mural, it seemed to me unlikely that the painter would have known of this history and thus been able to choose the participants depicted in this painting, But who could have advised and directed him? I had a candidate in mind, Franklin Delano Roosevelt, but needed to find a way of gaining more information.

I knew FDR to be a serious historian, particularly of his own Dutch Colonial family and of Dutchess County, where his branch of the family had resettled in the early 19th Century, following the arrival and settlement of his family in New York City in the 1600s.

I enlisted two potential resources: 1) the FDR Presidential Library in Hyde Park NY to trace FDR’s involvement and 2) the Smithsonian Institution’s Archive of American Art in Washington, DC, which holds the papers of the artist, Gerald Foster.

The FDR Presidential Library suggested I send them an email outlining my interest, which would be assigned to one of their several archivists, who would respond to me within two weeks. Precisely two weeks later, to the day, I received a healthy packet of materials from Mr. F., my archivist, which contained two particularly interesting items, The first was a copy of a manuscript letter dated May 28, 1939 from Foster to the head of the U.S. Department of the Treasury’s Section of Fine Arts (“the Section”), the funder of the mural, pertaining to ”the subject matter and the characters portrayed” in his Ratification Mural. One sentence reads: The idea for this group was suggested by Pres. Franklin D, Roosevelt. Another reads: Authentic old portraits were found for eighteen (out of 21) of the figures shown.

The second item was a copy of a typewritten letter from the chief of the Section of Fine Arts to the President of the United States, dated April 29, 1939, dealing with a jury of local Poughkeepsie arts experts, including a “Miss Reynolds” concerning the approval of designs for several Poughkeepsie post office murals. A sentence reads: “Since Miss Reynolds is not in agreement with the jury, and as there are four or five designs which appear to us to be of merit, I would appreciate very much your reviewing the designs.”

So FDR was clearly involved in this mural development and there was a Cherchez La Femme individual named Reynolds making trouble. Shades of Alexander Hamilton’s affair many years earlier! (Further research turns up many references to Miss Reynolds as FDR’s great friend and fellow historian at the Dutchess County Historical Society, Helen Reynolds. Mystery solved!)

This past week, I explored the painter’s side of the occasion and found several interesting references in the microfilm of Gerald Foster’s papers at the Archives of American Art in Washington D.C. The first was a typed memo describing Foster’s recollections and personal details of his meeting(s) with FDR on this and two other, less significant, murals done by the painter. Another was a handwritten note on the verso of an unidentified sketch noting FDR’s involvement in the details of its preparation. And lastly there is the local Poughkeepsie newspaper’s page one announcement on May 18, 1938 of the Ratification mural’s dedication.

My good friend Molly Skardon, a fellow volunteer with the National Park Service here in New York City, wrote this guest piece about Percy Grainger, who was born this week in 1882. The musician and composer was already in his 30s when the war broke out in 1914. The next five years however would prove crucial in his personal and artistic development. Molly is uniquely suited to writing about Grainger. She has run the Oral History Project at Governors Island for many years and has interviewed many Army band musicians who were stationed on the island. She also works at Juilliard. New York City was the focal point for the American war effort, and even then becoming a nexus for the nascent jazz scene.

Happy Birthday to Australian musician Percy Grainger, born July 8, 1882. Grainger was pursuing an international career as a pianist and composer when the Great War began in Europe. Publicly criticized for not joining the British war effort, he sailed for America in 1915 and enlisted in the U.S. Army in June 1917, at age 34.

His first Army assignment was with the 15th Coast Artillery Band, stationed at Fort Hamilton, which is the ensemble pictured above. Grainger is the saxophonist in the center, above the small white X. Since it appears to have been chilly when the picture was taken, the time might be late 1917 or early 1918.

In June of 1918, Grainger came to Governors Island as an instructor in the program founded by the Institute of Musical Art (later part of what is now The Juilliard School) to train Army bandmasters and band musicians. Classroom instruction took place at the Institute, at Broadway and 122nd Street in Manhattan, and performing and conducting were taught on the Island.

Grainger was not particularly skilled on either the saxophone or the oboe, which he also played, but he was fascinated by wind, brass, and percussion instruments and wrote a great deal of music for them in various combinations, thus earning the gratitude of concert and military band players of succeeding generations. However, his most popularly known work is probably “Country Gardens,” an old English tune that he arranged for piano while at Fort Jay, as noted at the end of the published sheet music (“Written out, Fort Jay, Governor’s Island, N.Y., June 29, 1918”).

Grainger was discharged from the Army in 1919, and lived for the rest of his life in White Plains, New York just north of the city.

Earlier in the week I received an email from reader and fellow blogger Billie Elias. Billie blogs at All in Your Family, which I encourage you to check out. She wrote to tell me that she had recently toured the Yankee, the Ellis Island ferry recently repurposed as a cultural institution, and was wondering if she could comment on my recent post. Because comments had closed, I suggested something better: how about writing a guest spot at the Strawfoot. Graciously, she accepted. Here is her report:

The first time I saw a MacKenzie-Childs piece of pottery was at my mother-in-law’s house. She had several pieces arranged in a group…one was a large pitcher that had stripes, checkerboard and flowers…a melange of varied patterns, all obviously hand-painted. How rustic, I thought…not really my taste.

Then one day while strolling up Madison Avenue, I noticed a most unusual shoppe. It had an old-world feel to the outside, with striped awnings that reminded me of jesters costumes. Upon entering, you knew you were in a most unusual space. Everything was cramped and cozy, and there was a large chicken wire cage with live birds inside. Nooks and crannies were everywhere.  A narrow staircase carried you up to another level of retail, and yet another even more quaint stair took you to the teensie top, where there was a wall covered with rooms of a doll house, a la Windsor Castle. There was a tea room up there, too. Every square inch was covered by a tile or a tassel or a cushion or plates or some other creation of a magical couple named Victoria and Richard MacKenzie-Childs.

It’s a style that can really grow on you, especially as the style evolved over the years to include lots of black and white stripes. (Black and White are my personal signature colors, especially as my hair has gone from jet black to salt and pepper).

What a surprise I had when a friend from Amsterdam told me she was going to interview the owner of a bed and breakfast situated on an old ferry boat docked on the Hudson River (since relocated to Red Hook in Brooklyn). I pride myself on being a New Yorker who has her finger on the pulse of cool stuff like this, so I was stunned that I didn’t know such a thing existed. My Google search netted the fact that MacKenzie-Childs were the brain-“childs” behind this. I begged to go along for the ride and she relented. That is how I came to meet the colorful and unusual Victoria.

Being welcomed into the parlor, we were regaled by stories of how the Yankee had ferried immigrants from their ships to Ellis Island and later served in WWI and WWII. Today she is listed on the National Register of Historic Places.  The couple is deeply committed to her preservation (not only of the ship, but of everything they touch…talk about reducing one’s footprint!). There’s a chicken coop with live chickens whose eggs are eaten by visitors and residents of the vessel, mounds of old steamer trunks and luggage repurposed for storage, and MacKenzie-Childs accoutrements and eye-candy everywhere the eye can see.

The Cherokee Freedmen

Last month I mentioned the ongoing fight within the Cherokee Nation whether to continue to recognize the Cherokee Freedmen as members of the tribe or to expel them for not being direct descendants tribe members.  The Freedmen’s ancestors were once slaves belonging to members of the Cherokee Nation.  My friend Susan Ingram is a former journalist who now works for a college in Oklahoma.  She wrote this guest post:

As for now, the Cherokee Nation has ruled that the Freedmen are not tribal citizens, but a final decision from the U.S. courts is yet to come. This is a complicated issue of which there are no winners. The Cherokee Nation claims it is a matter of tribal sovereignty and self governance, not race. An independent nation existing and governing within a state, in this case Oklahoma, can be a difficult concept to grasp but it is a fact of daily life in this area.  Oklahoma is home to 39 federally recognized Native American tribes (Oklahoma Indian Affairs Commission, http://www.ok.gov/oiac/Tribal_Nations/index.html) that coexist with many local cities, towns and communities.

The controversy of the Cherokee Freedmen began after the Civil War when the Nation was ordered by the U.S. government to grant citizenship to its former slaves. The Civil War affected the Five Civilized Tribes the same as everyone else, dividing loyalties and families alike. Most tribal members joined the Confederacy, since they came from the Deep South and their way of life resembled that of others in the region.  Many of them were also hostile to the federal government for its  long history of breaking treaties made with the native tribes. Small bands of each of the Five Civilized Tribes did join the Union, however. With Indian removal being a part of recent history at the time of the Civil War, many tribes were still dealing with internal division and conflict. The war served only to further divide arguing factions amongst the tribes. Some of the skirmishes fought in Oklahoma were more about rival tribal factions than Union vs. Confederacy.

The issue of Freedmen citizenship has been building since then, and perhaps has now come to a head due to the recent prosperity of the Cherokee Nation. As the tribe’s population and wealth grows there is more at stake as to who benefits. Another possibility is that the Nation believes it finally has enough power and/or sovereignty to stand up and say they–and only they–will dictate who is a citizen and who is not.

Unfortunately the issue is not as precise as whose ancestor was on the Dawes Roll and whose was not. The Freedmen have lived with the Cherokee people for several generations and have married and had children with the Cherokees. The customs of the Cherokee people are the same traditions and customs of the Freedmen. Comparing the amount of African American blood to Cherokee blood that someone has doesn’t take into account the emotions, relationships, and values of that person. Nor does it account for the sense of family, identity and security that is now being ripped away from the Freedmen.

As a backdrop to this issue, the Cherokee Nation has gone through a heated battle this summer to elect a new principal chief. (http://www.tulsaworld.com/news/article.aspx?subjectid=520&articleid=20111020_520_0_hrimgs257246)  At the heart of the election was the debate over including the votes of the Freedmen. The Freedmen won a legal victory when the courts determined that their vote for principal chief did count.  It will be interesting to see how this story progresses in the future and whether or not the newly elected principal chief will make a difference in the fate of the Cherokee Freedmen.
